You can only send a private message (PM) to someone if that person is permitting PMs. To control your own PMs, check your settings; we recommend that you only accept PMs from "friends".
To invite someone to be a "friend", use the Connect button on that person's profile page; we recommend that you only accept invitations from those whose forum postings you have read and trust.
If you "follow" someone who consistently makes interesting posts, you will get notifications of that user's new posts when you view recent forum activity (but you won't be able to contact that person via PMs).
Check your current friends and follows on the Friends tab of your Profile page; if the list is long, you can filter it to friends or followers only.
Say hello here. Please avoid posting anything that might identify you. To let others see anonymised background about yourself whenever you post messages, try updating your profile. Detailed questions may be better in the most relevant forum.
