As a temporary measure, have you considered earplugs? They feel a bit weird at first but aren't uncomfortable once you get used to them, and the foam ones are pretty cheap. Should block out some of the noise so you can maybe feel a bit less stressed.…

It sounds like you need to move out of your flat! Your neighbours sound dreadful and incapable of considering you at all. They may well have mental problems and if this is the case then you should probably just avoid them and keep yourself to yourself…
