As I understand it the protein in dark green vegetables like kale and in seaweed are the best forms of protein. This is different question to what foods have the most protein in them, although per calorie both kale and especially seaweed come out really high.
Overall though our health is much more dependent on other nutrition than protein, eg fibre, nutrients, micronutrients, prebiotics, probiotics, omega oil, ... . The WHO says that even vegans in the west eat too much protein to be healthy and should reduce their protein intake by 10% for improved health.
