Is this discrimination?

My Son  went to pony riding lessons  with his school just over a year ago, he learnt some basic skills and loved it.  We decided it might be good for him to keep it up at a more local riding school.  The owner/ instructor will let people with Special needs ride the pony’s and horses by being led round but not learn any skills as she assumes they can’t learn any.  Is the discrimination?
