Sen transport

In England my child with a current ECHP has been refused Sen transport for his final year of Sen education I have appealed and lost twice he's 17 I am physically disabled and don't drive. The bus we have to use serves 4 main stream high schools it is short a mental nightmare for him due to busyness and noise and I'm left in alot of pain everyday. My local council said the only provide it till his 16 but it was the government that decided all children must be in education until they are 18. I suppose I'm looking for any advice or tips please
