Is it even possible to soundproof effectively so you can't hear someone above you or below you?
I can hear the man in the flat beneath me banging doors and moving things around, it gets on my nerves.
In another flat I had I could hear when the man downstairs coughed. Yes, really, coughed! I noticed he did it sometimes when I was walking around the flat quite a bit, doing chores.
Flats can be super hard to soundproof. Check your lease as your neighbours may be required to use carpet instead of hardwood. Or if you have hardwood consider carpet! If you're hearing the person above, you can always soundproof your ceiling, although this can be tough...

If you own the flat, be wary about making an official noise complaint as this is usually recorded and can cause problems if you're going to sell!
