Meme to reflect my Public Ventures this week

I don't understand this at all, is the bloke, the beer or going to the mall the important bit?

It was a popular meme back in the 2000s based on the slogan of a beer advert.

"I don't always X, but when I do, it's Y" was the format, like "I don't always eat pancakes, but when I do, I use bacon and maple syrup" or "I don't always close my eyes in the shower, but when I do, I feel like I'm going to be attacked by a monster" etc.

Was it? I still don't understand what the post is about, I'm not entirely sure what a meme is either
