It's aimed at the new Country song 'Choosin' Texas' which is all over the radio, here, in Northern Ireland; Country Music is a Religion here.
The song, in question, topped the US charts; last November.
It was a popular meme back in the 2000s based on the slogan of a beer advert.
"I don't always X, but when I do, it's Y" was the format, like "I don't always eat pancakes, but when I do, I use bacon and maple syrup" or "I don't always close my eyes in the shower, but when I do, I feel like I'm going to be attacked by a monster" etc.
