animation software suggestions and where to get shoes for toe walkers

This is my first post and I don't know if there is anyone out there who can give me any guidance in two issues.  

Our teenage son is severely handicapped by his autistism with limited communication skills but he loves using his computer - he is self-taught (XP operating system) to create pictures and powerpoint slide shows that act like a flickbook to animate objects which he films sometimes with a soundtrack.  He is asking about animation software but there are so many options out there I was wondering if anyone had experience of their child using animation software and what they have found successful.  

Also he has been a toe walker from the day after he started to walk and finding footwear that will stay on his feet is difficult.  He currently has some great lightweight flexible soled ankle boots from Brantano but these are no longer available. Does anyone have any suggestions as to where footwear for strong toe walkers can be purchased?

I would be grateful for any suggestions concerning these two matters.
