Does your child have an EHCP? If so, continence management should be detailed there ... if it is not mentioned in the EHCP ask for it to be added. If the school is not cooperating go to your local authority SEN team for advice. If continence support is part of the plan the school must provide it. Contact your SENCO, and if no progress write to the Head Teacher and copy in the "Named Governor for SEND" The school office will provide contact details.
Talk to the sendco about this. It may be that they don't have staff who are comfortable dealing with this, or it could be due to concerns about safeguarding. (They might want to have two people present to guard against any allegations of abuse in such an intimate process.) But if it is part of your child's daily care needs, then they should be attending to it properly.
