It's common for money acquired through Pupil Premium to be spend on children with SEN and those requiring extra help and support, even though they aren't bringing in any Pupil Premium money themselves.
Pupil Premium is extra money for the school whenever a child from a 'disadvantaged' background (basically a euphemism for poor) attends the school, but the money does not have to be spent on that child. The school is free to spend it on whoever or wherever they wish.
There have been cases of parents of children with SEN who attend schools where very few children bring in Pupil Premium being recommended to move their children to schools with lots of poor children because the school has plenty of money to spend on them.
Once a child is identified or has been diagnosed by a medical professional for special educational needs the local authority will carry out a needs assessments. Depending on the child's needs and what is decided between parents, Special Educational Needs Coordinator and your local authority during the development of the action plan it may mean that money is given to the school to provide teaching assistant or specialized equipment.
Local authorities use cost cutting measure to save money, This may mean that schools are forced or chooses to place all their students with specific learning disabilities or neurodevelopmental disorder in one class room meaning that they can limit and save money on hiring teaching assistance and support staff which honestly in my opinion from being in one of those students in a class through my entire high school experience it doesn't work in assisting children in learning and you tend to fall being the rest of your age group academically because there isn't enough support.
You can go through the school and enquire about current funding decisions and where it is being spent or go through your local authority and enquire about the funding policies. yearly budget, their predicted spend and how much they spend on each child. But beware they will bounce you between school and your local authority.
