Community care assessment HELP

hello, my brother had an assessment and was diagnosed with Aspergers on his 29th birthday!!! this has been a big relief for the family as we now understand why!!!! We are so keen to help Elihu so had a community care assessment arranged.  Mum, dad, Elihu and his 2 sisters were present to support.  Bottom line, he will receive no support, despite the fact that during the assessment his diagnosis was evident.  In fact the report did mention that he was rude a few times.  The assessor had access to his comprehensive diagnosis prior to the assessment.  My parents are not coping with living with Elihu, but the report states that Elihu is well supported .  It appears that caring for him is just not on their agenda as my elderly parents are doing it anyway.  It does state that he is unsafe as he easily entertains strangers, leaves doors unlocked so that he can just go out without a key And is prone to financial abuse.  The assessment was not carried by a qualified social worker. We have decided to appeal.  Please any tips or advice will be welcome.  Thank you very much
