I've never heard this phrase before so I don't know where you are hearing it.

I don't 'believe' it, I know it to be the truth.

... recently, I would say the utterances of The Clangers seem to make more sense than some of the "News" coverage.

As a child, my knitting skills were "very basic". Therefore, a Clanger was instead made from one of my Father's black, ribbed, socks (...we didn't have a colour TV), complete with felt feet and a detailed sparkly waistcoat (I wish I took a photo).
