Hypersensitive patches of skin

My partner gets patches of skin that are ridiculously sensitive and complains his skin is raw and his clothes are rubbing. He will actually get a red sore patch on his skin from it. I thought it was the clothes causing it but since the same t-shirt can cause it one day but not the next it is confusing. He says that the areas feel like there are hundreds of little needles stabing his skin
