Unfortunately yes it is typical for schools to not give a flying doodah about the actual needs of their pupils, especially at secondary schools, however if your daughter     has an official diagnosis and needs to wear something else to negate sensory issues impeding her ability to concentrate in class and achieve her education they must legally be open to make reasonable adjustments to allow for school to be as accessible to her as any other pupil.

(And that is the perfectly polite and rock firm way I would word that email to the deputy head with a CC to a 3rd party as a witness.)

Ah yh, it can take a while to get the diagnosis, I hope it's not too long, if it takes quite a time, maybe you can get a bit of additional pressure for an adjustment from your daughters GP or SEN "officer" ( I forget what they are called sorry.)
