Specialist placement cannot meet needs

Hi, I posting my query on behalf of a friend. Her 13yr old son has been out of education for 2yrs and following a tireless battle with LA to ensure EHCP identifies all needs, she finally won and the LA conceded 3 days before tribunal. The issue is though, her son has just started transition into a specialist independent school, whom agreed could meet his needs at version #1 of EHCP, however now on version #9 of EHCP the school are now unable to meet his needs. She feels stuck with placement but it naturally concerned as it is already going belly up! The level of therapies required within version #9 are unable to be provided and this is additional to the unsuitability of his peer group. Any advice on what she can do would be greatly appreciated.
