Sorry if it's a little to late to reply to your message now, but in case youre still looking for an answer, it usually means they will bring in 'outside' services (basically just means other services the school itself doesnt provide in-house) to come into the school to help wth something or provide sessions etc.
i used to work in a children's centre doing play activity sessions, and we would do outreach events, where basically we would just go to a venue somewhere other than holding it in our own centre.
