Need advice on pre school and there funding

Hi i was wondering if anyone could give me some advice on this situation. 

I have a Little one who is 4 he has never been in a pre school or educational setting as he was diagnosed late and due to his high level of care need that he requires I wanted him to be diagnosed before accessing a pre school. So I had a good look around my local area asked for opinions on good pre schools that had experience with special needs and was recommended 3 one was fantastic but due to its location and me not driving I couldn't get there the other one was okay but wasn't keen then I looked at the third it looked ideal wasn't to many little bits around as one of my son's problems is he puts small things and most things in his mouth they seemed nice enough and I said that he'd need one on one and they said they would employ another person in who had training with specialist needs and seemed to give me all the right answers and I was over the moon to think I had finally found somewhere that could look after him and his needs as safety is a big issue with him he has no safety awareness and at home I have to watch him closely and follow him around. He also doesn't have much independace. So I went for the pre school meeting plan and they had changed everything they said they were going to do ! Now there going to use one of there people for him instead of employing someone in ! When I asked if he was still going to get one on one as I explained I have to really watch him at home they said they'd see in the later term which staff member he bonded with most and go from there ! And when I said about him having a drink the staff memeber said hed have to drink there water or juice my son is very particular with his autism and wil only drink from certain cups and hates change he wil also only drink a certain juice I have tried many times to change this and once in the summer he almost got dehydrated as the therapists said I had to try harder the pre school staff also said that when I take him there I have to give him a quick kiss goodbye and then hand him over to the staff and walk away as he needs to learn my son also hates change new environments new rooms and new people so now I'm worried about sending him there and wondering what there actually using his funding for can anyone please give me advice on if this is how other pre schools do this or are they just having the funding and not providing the care !
