1:1 support in school

I am new to these boards and was wondering if I could possibly get some advice please?

My son will be 7 next month and was diagnosed ASD last year. After a long battle with our local authority, who turned us down for a statutory assessment, they provided the school with resource assisted funding on school action plus. He has been having 1:1 support 75% of the time since September, and seems to be doing really well with this. We live in Wales and understand that SEN provision is changing. 

I have a few teacher friends who have said to me that he should really have a statement as the support he has isn't legally binding as a statement is. The LEA said he doesnt need one as academically he is doing ok ( his main problems are social and behavioural). I have raised my concerns with the headteacher who seems fully supportive but assures me that even if I was to try and go down the statement route again it would be immediately turned down as they aren't issuing them anymore. She seems to tell me all the right things and seems to know her stuff but my friends think she is fobbing me off. I don't want to jeopardise the support he is already receiving but obviously we are really concerned as one person tells us one thing and someone else tells us something else.

I really would appreciate any advice any of you have for me as I am really quite stuck as to what to do next. Hubby thinks I shouldn't worry too much as he is having support and is doing well. However next year he moves up to juniors and this support will be reviewed in feb/mar time and I would hate for them to take it away when he needs it the most.

    If your school has the extra funding, he is getting 1:1 support and he is doing well academically then there doesn't seem to be much to be gained for this school year. If the situation changes next year then you could reapply for a statement then.
