Toileting

My grandson is 7 and still needs nappies / pullups. He seems to have no awareness of either needing to go, or when he has been. He doesn't ask for his nappy to be changed, and doesn't seem to be aware or care if it's wet or dirty. School is pressurising his mum to get him out of nappies. Because he masks so successfully in school, they 'believe that he can use the toilet independently' (even though he never has done, and panics if we suggest he uses it). To make things worse, they are laying the 'blame' firmly at my daughter's feet, telling her she is harming him by 'delaying his development'. Daughter is devastated and struggling with her own mental health. I just don't know what to do.
