You'll want something large that spins fairly slowly to avoid noise.

So it will probably be a floor standing thing with blades 2-3 feet across with variable speed control. They are pretty quiet.

Probably not my best suggestion but would having some sort of earplugs help with reducing noise? My mum also has a meaco fan which seems quiet to me and I only need it on the lowest setting as that can be nice and cooling.
