Finding a suitable assisted living

Hi everyone, I'm writing for some advice.

My brother (39) has high functioning autism with TSC and MLD. For years he has lived in two residences with individual rooms and bathrooms but shared living space but with 24/7 support staff. He wants to move into his own space because he has always found it difficult and scary sharing amenities and personal space with other people like him. 

After much searching his social worker found the most amazing setting for him that would have been his forever home - it had everything he needed, it in a quiet town and is close to our parents and the town he grew up in. One sticking point was that it was out of county but the placement was offered to him and county for once didn't complain about the price. However a week or so after the offer was made, the home rescinded the offer because the manager didn't know of an agreement with the local council that reserved places for residents of the county, regardless of the fact that the room was vacant. 

Notwithstanding how cruel it is to rescind an offer like this to someone with ASC, his home county has nothing close to the provision that is that is available in the neighbouring county. We are in a situation where anywhere he goes in county will continue to exact a toll on his mental health. 

I was just wondering if anyone knows of any legal routes we could try to find a way around this? Is there provision in the Human Rights or Autism Act that would override any contract agreements between councils? I've tried looking up myself but I don't have the level of knowledge to assess whether his situation could be applied.
