DLA Higher Mobility Rate

I am just looking for some advice for our autistic son Oli, 4. He is currently in receipt of DLA but I am looking into asking for a change in circumstance as he is now consistently refusing to walk anywhere. I believe he should be considered 'Virtually unable to walk' as he has frequent epsiodes where he simply refuses to move any further on foot, he will just go limp or cry until we pick him up, or put him in a stroller/shopping trolley. I believe this is wholely due to his autism spectrum disorder, but I am not sure how or who to approach regarding this. Do you have any advice you could offer me at all? Many thanks :)
