Need help to move to special school

Hi, this is my first post. I have a 10 year old nephew who has autism, and is experiencing difficulties at his school. He is being bullied, and is desperately unhappy. His mother says the local education authority have said they have no places left for him to go to an AS school. His parents are experiencing several personal difficulties (his mother is going blind), and as a result, my nephew's needs are being overlooked. His mother seems to have given up on trying to get him into another school. Does anybody know of a process we can follow so that we can get him into a AS school? I suspect that he has aspergers, he is fairly bright, but has difficulty integrating because of a peculiar personality/mannerisms. As with most things in this world, if you shout loud enough, you can get things done. I am totally ignorant of any help schemes available, or entitlement he may have for help. Any advice would be very gratefully received. He is living in the Midlands, BTW.
