Out of School for 3 years

I am the Maternal Grandmother and Legal Guardian to my granddaughter, now aged 14.

Primary School went very well with a 1-1.  She attended from Reception to Year 6 at the same school.

Secondary school has been a total disaster with her being permanently excluded after 6 weeks of attendance at the beginning.  They said they could not cope as she has refused to take her medication for ADHD which she has as well as ASD and some complex needs associated with those.  She did attend a SEN school for 2 months but was bullied so much she refused to go back and then the school said they could not cope with her.

She has been at home now for 3 years. I am the one looking up all the schools, passing those schools to my local authority and then they get in touch.  It was suggested by her doctor that she really needs a residential school.  I have been in touch with 20.  19 have refused giving the reason that either they can not meet her needs or that they are full.  I am waiting for a response from 1 more, the 20th.

A tutor did come to the home but she was not experienced enough with special needs so that did not work.  I have requested from the local authority for an Art Therapist to attend the home but they don't supply Art Therapists. If I find one privately I will have to pay for it myself and as I am 70 and only have my state pension, that will be a bit tricky.

I want to take my local authority to Judicial Review.  Has anyone done this and did it help to get your child in to a school quicker.
