In terms of your comment about not developing spoken language, using alternative communication will actually help your child develop speech.
Also, even if your child doesn’t develop speech, all forms of communication are valid and valuable.

Yes, that is true. The amount of input should always be based on child's needs. But what if the needs are high and the input is low? The child will never make progress even if she/he has potential.

The child will get used to giving her/him visual information and will not be encouraged to learn the spoken language. If the child can speak good in his native language so why the LA cannot help her/him with giving more S&L therapy? My child has many difficulties within different English S&L areas and has only 1 hour of S&L therapy a month at school. I am a bit disappointed.
The amount of input your child will get will depend on assessed needs.
Even if your child does not or cannot use speech, they can still have access to other forms of alternative communication from an SLT. These include electronic communication devices, symbolised communication books/PECS, Makaton/BSL or a letter board.
