ASD 18 year old reverting to pooing in bin HELP !

Hello, please can anyone help. Its been sometime since i was on here and struggled with getting help at a special school for our young one. Managed to get a special school and now our 18  year old is at college. He he does have a ECHP but the college tutor says what has been happening recently is out of his remit as i asked our sons tutor to get medical support. Tutors response was don't worry about our sons lack of eating and skipping meals. Our son (and its been well documented ) has always had toileting issues and has stopped taking macgricol for his bowels. He was previously on movicol and under the supervision of GOSH and they see children up to 18 and the Consultant has very kindly referred our son to UCLH to see the gastro team and try to help manage his behaviour. However the appointment is not until next year. I have a couple of questions so i will set them out indvidually at the bottom of this email. Our main problem is that yet again today our son has not used the toilet for fear of blocking the toliet so has reverted to pooing in a small bin. I am in tears over this as this is the fourth time. We explained that its ok that if the toilet gets blocked i can unblock it with a mop. its not a problem. Our toilet  has the economical flush so its not very effective. its council run not private and our borough is not good at basic repairs so asking the council to change a toilet is unlikely as they are not carrying out basic repairs.  I do not know how best to handle this extreme behaviour of his. Any advice on helping him would be greatly appreciated. We have written to our doctor asking to get an earlier an appointment. Our son has had 3 or 4 hospital stays to have a clear our (using kleen prep) in the past and he was managing so well on the magrecol but now says he doesn't need it. He still wears pads. I hope someone can help us to help our son, i just have a few questions.

  1) What can be done by the college (sixth form) by way of ECHP.?  (I am more familiar with the old statements). 

 2) What can i do to about being responsible for our son medically ?. (i have been told that as he is over 18 now (just) i am not responsible anymore.   

3) What can we do in the meantime and who can we ask for help. ? (our social services does not want to know as we have had run ins with them before in getting a special school)
