How to stop my child taking all clothes off

How do I get my child to stop taking his clothes off.

This happens when there is water about and he thinks he's getting a bath or if it's to warm. He completely strips all off including underwear 

He doesn't understand you can't run round naked

    My 10 year old granddaughter does this. Luckily she only does it at home (and I include my home and her other nanna's home in that). She doesn't do it outside the home. However, she doesn't take into account that there may be people visiting and she'll just wander into the kitchen, or the living room, totally unclad! Nothing we've said or done has stopped this habit yet.
