How to stop my child taking all clothes off

How do I get my child to stop taking his clothes off.

This happens when there is water about and he thinks he's getting a bath or if it's to warm. He completely strips all off including underwear 

He doesn't understand you can't run round naked

  • I remember my mom would just yell at me to stop and tell me I can't do that and prevent me removing the clothing, and I'd be crying, she'll tell me the consequences, that police would catch me and send me to jail, and she would not tolerate this kind of behavior. Even If I removed my jacket because it's too hot, she'll immediately put it back on, saying it's too cold outside, that you'll catch a cold.

    I try this but to no avail. Thankfully today no clothes where taking off so hopefully he won't do it again
