Confused parent

Hi everyone, I'm new to the group. I live in the North East of England and have for sometime known my middle child 9 years old has had some issues we have eventually got a GP to listen and he was referred to our local SIPS service, who has contacted his school advising he needs support from the school SEND team due to ASD symptoms, no contact has been made with myself by the SIPS team and they have seen or spoken with my son. How can they advise the school he is ASD and needs support without an assessment? Please don't get me wrong I'm happy for him to get all the support and help available to him, I'm just confused how they can give this label from just what I have told the GP. Also I was advised by the GP that this would be a lot longer process than the month it has been. The school have advised they will have a meeting with me after the Easter break and detail what they have planned for my son. 

My question is this normal?
