Daughter starting high school

This is a stressful time for my daughter and I'm waiting to find ouf if she'll get assistance to travel to school.  She is vulnerable and will be scared.  I am wondering if there is a tracker available where she can contact me at a touch of a button if she needs help.  Preferably with the option of hearing her and being able to talk to her. 

I've discounted getting her a phone for these reasons:

1) Social media and texts.  She gets bullied enough and doesn't understand when she says things that can cause her to be teased or which will make her friends fall out with her. 

2) In a stressful situation she might not be able to make a call. 

3) She may feel prevented from making a call but if she can discreetly press a button to raise the alarm it would be easier.

    Brain in Hand have an app, which enables her to press a red button and you get an alert that she'd distressed. I think she needs a phone to be able to use this.

    I know someone who's in a wheelchair who has an alarm and when she presses it her nominated contacts receive a text saying she needs help. I'm not sure what this is called though
