EHCP turned down due to school's lack of evidence

Hello 

My son has a recent diagnosis.  Applied for EHCP.  School didn't provide enough evidence of 'plan, do review'.  He is in year 6.  I want to find him the best secondary school but many won't accept kids without EHCPs for ASD units.  His current school doesn't seem to be able to handle the process.  They do support me/him but seem sort of inadequate.  I am so angry.  Has anyone else experienced this?
