please help me

hi, my son recently started secondary school year 7 and the ehcp is very delayed due to his primary school (which have been very unhelpful while he was there) leaving it 2 to 3 weeks before the summer holidays to fill and send off the application, the secondary school has only just received a draft copy of the ehcp and due to the results/outcome are saying that they cannot help him with his needs etc as it states he needs a high coin school which they are not and have said i now need to looking into this but i kinda don't know where to start or what help i can get with sorting and arranging all this, they also said his primary should have done the application before applying for schools so that i would know which ones to apply for.................please can someone help or point me in the right direction please......myself and my son are feeling lost, confused, stressed and close to breaking point
