what age can I have my son referred for assessment?

At what age can I have my son referred to be assessed? 

He is only 16 months but is showing a lot of signs. My friend has also noticed a lot of signs in my son. She does have experience as her own son is 19 with autism. it is his head banging I am struggling with as I cant prevent it even if I try to place things under him he moves to bang his head.
