Well, yeah.  Dredd was slightly brutal but still just.  Whereas this was just brutal.

Update: they are now saying the police officer was aiming at the autistic guy, but missed.  So you not only have someone who (I think) panicked, but he couldn't even shoot well enough to hit a stationary target.
