How do people get onto this forum without the 'Introduce Yourself' step?

Am I the only person on this whole forum finding the constant spamming by 'Rudwuk7003' to be completely unacceptable?  What I want to know is, how the hell was he / she able to become accepted as a member of the forum without going through the 'Introduce yourself' bit first?  If it isn't a formal requirement, its about time it was made one, so that people can be checked out before being allowed to post.  There have been several cases of people using this forum for advertising / self-promotional purposes, which is bad enough. But this Rudwuk fool has posted nonsense on the 'General Chat' section every few minutes for days, making it completely useless.

Like I began by asking, does this annoy anyone else or is it just me? (or has nobody else even noticed)

    In my opinion, it is absolutely essential that the section of the registration process called "Introduce Yourself", continues to be a voluntary choice. Not every person feels comfortable with making an "Introduction of Themselves"

    I hope that you understand my intent in saying this..? The title of the discussion leads to the assumption that there is something that needs to be changed about the "Introduce Yourself" step.
