To quote someone's message, first select/highlight the relevant text, and then use the Quote button that appears
To "mention" someone, type @ followed by the start of the forum name, and choose from the list; that person will get a notification of being mentioned

Some *** calling themselves RudWk has posted hundreds of meaningless posts, taking the whole thing over. Please block them from ever returning, and wipe these posts out asap.

Now the idiot has come back, calling himself Myungsook. Can't admin STOP THIS HAPPENING? You just need to alter the initial forum membership process so that anyone wanting to join has to give certain info, so they can be verified as bona fide, before being allowed to post anything.
