If you are having problems loading websites it may be the web browser you are using needs to be updated. I use a hard wired (not using wifi) Virgin Media internet connection without a VPN and the video on both your original link and the one I posted load OK.
I think you are saying you cannot load it - I'm not sure why this would be the case as I had no problem - it was from a series of three BBC documentary programs and is available on other sites as well - the title of the first part is: "Part 1: The Language of Science"
If you search for "The Language of Science professor jim" you should be able to find the video elsewhere.
