Why can't I see any notifications?

Notifications work strangely on this site. I've never received an email notification, despite all my settings saying I should get them. Now I've noticed that I can't even see any previously read notifications anymore:

I gave up on email notifications because I just assumed they didn't work, but I relied on this page to know what was happening. Does anyone else have this problem?
