To quote someone's message, first select/highlight the relevant text, and then use the Quote button that appears
To "mention" someone, type @ followed by the start of the forum name, and choose from the list; that person will get a notification of being mentioned

feel free to join and talk about Autism (you must be living in the Lancashire area to be able to join)

That's the individual's prerogative. Anyone can start up a FB (or other) support group if they wish. There will also be others existing already for other areas. I would imagine, that the support group above, is intended for actually meeting up when desired, so naturally geographical distance would need to be taken into account.
