Does anyone here know how to permanently STOP moving gifs? While allowing them to those who want them?

I'm having trouble reading threads where a small thing is bouncing and dancing about the screen. If I see them, I find myself exiting the thread. I mean no offence to those who like them! Just not easy for everyone to navigate.
I stay away from sites with pop ups and moving adverts as well. x
