These people who claim to sell fake passports are really international criminal gangs trying to steal identities. The forgeries if any are produced wuill be cheap fakes that wont fool the authorities, and having fake passports or other documents is a criminal offence.
But the more likely objective is to get your personal details and a photograph they can use to help a terrorist, such as someone who'd blow up a public building, or a train or an aeroplane.
And if you respond, you are already engaged in a criminal activity and they can blackmail you.
A lot of these scams are about money laundering to hide the proceeds of drug trafficking.
