If the intention is to ONLY alert people to things like extreme weather events, then I see it as a good thing.

nato doesnt need to declare war themselves, their actions already are taking part in the war without declaring it.
nato has been supplying ukraine arms and bullets, the uk has had ukraine soldiers in our land training to kill russians.... the presence of ukraine soldiers in the uk alone is enough for russia to be justified in any attack on uk soil as their enemy soldiers are here training to kill them, so right away russia already has justification to attack the uk at least.
then we have the recent findings that nato has over 100 soldiers fighting against russia in ukraine.,... that is a act of war by nato against russia.... nato doesnt need to declare war, they are breaking all international laws by taking part in the war and fighting russia without a declaration
I'm more concerned about the, holistic, threat to Civil Liberties. The whole Russia thing is a red herring. Unless the States wants a war; to get Biden re-elected.
I personally cannot imagine NATO declaring war on Russia, so Putin would need to be the one giving the orders to press the red button first. In the event of a nuclear war, sending out emergency alerts would be rather pointless, as it's unlikely Joe Public would (a) know where the nearest nuclear bunker was, and (b) get to it in time.
