need advice about education...

My son who is 13 and has been diagnosed with Asperger Syndrome currently only recieves 2 hours of schooling a day..when I asked the education authority about this they said..."because your son has a diagnoses the local education autority only has to offer him one hour a day at school so be gratefull you got 2 hours" Is this correct? 

Also they were suppose to start a statement process about 5 months ago but they havent, so when I asked them about it they said (teachers) that they have been busy and my son is not the only child they have to look after....i appreciate they are busy but if the doctors have told them to start the processs dont they have a duty of care to my son and do it?

I live with my husband who is great with my son but during the day I feel so alone and isolated...even family members try to avoid coming to see us because of my sons bizzare (they think its bizzare, to me its normal Michael) behaviours...I live in Blackpool and there is nothing for parents with Aspergers children, theres not a great deal for the kids either mind...

I just want to pick him up and shake the Aspergers out of him some days...what I want to ask is..(after being blamed by people for his condition)...could I have done something to prevent it?

    My son was in a main streem school, and in fact he still has duel registration, (apprently kids can have duel registration all over the country)...so he attends the "speedwell centre" in Blackpool and is still on roll at his main streem high school, however one day Michael made threats of extreem violence towards one child, (now this child and his friends made my sons life hell at school)...so one day he (mY son) just flipped...now he made threats a fair bit towards other children, but nothing on this scale, but the only person he has ever hit is me, so the education authority of Blackpool say because he has Aspergers and has made threats he can only have one hour a day at school...but like i said he actually has two hours...he was home schooled before and just after Christmas, until a place was found at the "Speedwell Centre"...but I have been told that Michael wont be sitting his exams...they say it will be too much pressure on him...but Michael wants to go to college and then onto uni..he has a brilliant mind and it is a shame that it's being wasted....
