I love how, a system of "padding" is used by commitees, governments, consultants, these are plans, reports and investigation findings, will are pages long,, but most of the words and findings are just diatripe.
Take this example from the; "Interagency Autism Coordinating Committee Strategic Plan for Autism Spectrum", the title says it all, before you read anything.

Committees using committees using sub-committees using fact finding sub-sub committees. Must be good funding and salaries for all these parasites.
