Is this person (who said it to me) telling me to look forward to seeing them, or do they mean it as they look forward to meeting me?

They are 'looking forward' to catching up with you i.e. they are pleasantly anticipating the next time you get together for a 'catch up'...
The addition of a smile emoji also suggests this is sincere rather than just a 'stock' response...
It's something I would say to someone I genuinely liked spending time with and therefore would be pleased to see again in the future.
Mind you, I'd also use it as a 'meaningless' sign off in an email applying for a job for example "I look forward to having the opportunity to discus my suitability for the advertised role"
