Hot mess?

I keep hearing the phrase its a 'hot mess' used. Given the context it presumably means its a right mess! But why hot? This is going to bother me until I know where it came from and why, because it makes no sense!

I've heard it used primarily in relation to females of the species who are kind of a disaster-area but still 'hot' (attractive)...

ive heard it used in other contexts too, but maybe that is where it started. Sounds plausible.
