Functional maths skills and exemptions

Thank you for letting me join your forum. I hope somebody might be able to help me. My daughter is 21 she is quite young for her age after a long ten years she has been formally diagnosed under the NHS for ASD and ADHD. She has had a lot of challenges throughout her education setting and definitely not a positive experience. She's recently enrolled in an NHS recovery college. She did not sit her exams due to covid and cut along story short it had a major impact on the college courses that they would offer her basically they didn't offer her vocational pathways for a social and emotional difficulties and unfortunately we are at home since 2022. 

She just finds functional math skills impossible after four years at home and we are looking at possible voluntary work for her to do to gain confidence and social interaction. 

We just can't move on forwards academically not that we are pushy parents and I don't expect it to go off to university we are worried that she won't have the maths for future jobs paid or voluntary. 

Did have an ehcp plan but that was taking away under Hampshire county council for the above reasons do you think we can get a letter from Hampshire county council all the NHS for a possible functional maths exemption the future employees paid or not to say that she's worked hard at home in brushing her basic maths skills not informal qualifications because we do need to move forward for her well-being.
