To quote someone's message, first select/highlight the relevant text, and then use the Quote button that appears
To "mention" someone, type @ followed by the start of the forum name, and choose from the list; that person will get a notification of being mentioned

What are the rules on avatar image?

I would like to use Steve Jobs advert/poster but will that be allowed?

The avatars seem to be 30 pixels on the screen - your choices will be unreadable and just a fuzzy blob of nothing next to your name. Simplicity works best.

Doesn't need to be - but if you look at what others use, you can see what works and what doesn't.

Have a look down the sides of any of the forums for some inspiration.
