Mobile phone use/self discipline

I have an 18 year old ASD  diagnosed with 1 year left in school. He really struggles with regulating himself with his mobile phone usage and will often spend all night on it, subsequently is unable to get up in the morning. He is currently missing quite a lot of school due to his inability to get out of bed. We've tried positive incentives (rewards), but he doesn't engage with them. My mum says I need to cancel his phone contract. We know from past experience with other issues that the likely result of that will be for him to dig his heels in even more and not get out of bed ever. At least at the minute he is going to school some of the time. If you ask him to make changes he will agree to them, but then take no action to facilitate those changes actually happening. Has anyone dealt with similar/any tips going forward? Thanks.
